It is easy to start a new utility - right? They are popping up all over the place - just like those fancy coffee shops (e.g. Starbucks). Well, we - as utility managers and consultants - know that starting a utility, or a new regional program, is not as easy as some may think. Many challenges must be dealt with - legal, institutional, political, technical and let's not forget financial. For the implementation of the Regional Storm water Management Program (RSMP) of the Northeast Ohio Regional Sewer District (NEORSD, or, the District) in Cleveland, Ohio - one of the biggest financial challenges was the development and implementation of a new utility service fee. A statement was made related to the implementation of this new stormwater fee, "It's just a line on the bill - how hard can it be?" What was discovered throughout the development and implementation of the NEORSD stormwater was that getting this stormwater fee - this "…line on the bill…" was a lot more challenging and complex then many decision-makers ever imagined. What was discovered was that there was a correlation between decisions made as part of the stormwater utility development and complexity-level of stormwater billing implementation. In other words, sometimes decisions were made to help deal with other challenges - such as implementing a complex stormwater fee credit program to help with various legal and political challenges - without considering the impacts to the billing implementation efforts. When stormwater billing development was initiated, NEORSD had been in the wastewater utility business for over 35 years - and the wastewater billing philosophy was ingrained in the organization. However, the desired wastewater and stormwater billing philosophy was significantly different - as shown in Figure 1. Due to these differences, and their related details, the stormwater billing implementation team found out how difficult a line on a bill really could be.This paper and presentation will explore a few of the stormwater billing-related challenges faced by the NEORSD team during the implementation of the RSMP.Additionally,lessons learned throughout the effort will be shared -with the intent that others who may be considering implementing a new fee (i.e. "a new line on the bill") may understand how complex it may be - and plan accordingly.
