How Can Headquarters Engineering Management Functions be 'Leaned'?

Lean principles and tools consistently create documented results in production and service delivery environments. How does Lean work in other settings? This paper identifies opportunities for scholars to study the unique challenges of applying Lean principles and tools in a headquarters environment. Headquar Headquarters' value streams are ters' often emergent or dynamic, low low-volume, with multi multi-directional flows, long cycle times, and limited historical performance data. Key HQ processes often involve thinking and creating and building relationships in ways not required in production and service delivery environments, particularly when HQ is managing complex technical systems of systems. Attempts to transfer Lean concepts and techniques from the production functions to management, engineering, and other knowledge worker en environments have met with mixed success. Interviews of vironments key executives were used to identify the greatest needs for new and revised Lean practices. Suggested research topics are outlined.
