The pressure on the marine industry to reducernemissions continues to grow. Since requirementsrnto reduce emissions can have significant impactsrnon operations and costs, it is important that thernindustry respond in an efficient and effectivernmanner to present and future challenges. Anrnimportant factor in most efforts to reduce marinernemissions is the need for an accurate method tornmeasure baseline and controlled emissionsrnonboard vessels in operation. Testing protocolsrnneed to be developed that are well engineered,rnclearly documented and widely shared. Thesernprotocols may need to vary depending upon thernend use of the data but, by developing a set ofrnprotocols that meet these requirements withinrnbest practices for accuracy and quality assurance,rnthe cost and difficulty in achieving the ultimaterngoal of reducing emissions will be minimized.rnThis paper discusses the need for a set of widelyrnaccepted protocols, delineates the challengesrnpresented by on-site testing in a marinernenvironment, discusses testing approaches andrninstrumentation and defines areas requiringrnfurther research. The paper also sets forthrnrecommendations of future actions that could bernundertaken to move the process of normalizingrnrequirements forward.
