In recent decades, the governing ethos regarding repairs to existing structures hasrnbeen that it is permissible to repair damage, with the repair itself required to complyrnwith current code, but without requiring that either the element being repaired or thernstructure as a whole be re-designed to resist the vertical and lateral forces prescribedrnin the current code for the design of new structures.rnWith the introduction of the 2003 International Existing Building Code (IEBC),rnhowever, this time-tested and proven philosophy has been discarded in that the 2003rnIEBC sets forth specific loss-of-capacity-based “triggers” for partial and full upgradesrnof existing damaged or deteriorated structures. While these triggers may be well-intentioned,rnthey seem quite likely to initiate widespread societal change due to thernlarge scale adverse financial repercussions of the triggers that will ultimately be bornernby the public.rnThis paper discusses the historical development of the requirements of the “ExistingrnStructures” provisions of various model building codes and how these requirementsrnhave long been enforced with respect to repair of existing buildings. The paper thenrnexamines the specific provisions of the 2003 IEBC to show how the provisions mightrnbe applied in communities that adopt it “as is.” Using several case studies, thernconsequences of this proposed code are then discussed. Then, the ethical question isrnposed, “Is the IEBC good for society or is it good for engineers?”
