Success of water management programmes is not only dependent on scientific, technical or economic condition but involves social, political and attitudinal factors. Necessary understanding of the social traditions and attitudes of the people and wining the trust and confidence community will result in better implementation of watershed development programmes. Human motivation and public cooperation are the key elements of community participation in water management. The strategies to be adopted for community empowerment through capacity building and revitalization of community structures along with strengthening community resources with respect to North Eastern region is discussed under the present effort.
