摘要

Environmental problems can be solved or mitigated if effectively managed. Effective management is achieved when action is principled, effectiveness is evaluated, and decisions are based on valid and reliable assessments. Effective management of environmental problems for EEC and DC is possible if they establish and apply sound management practices and adopt cost-effective evaluation and assessment tools. More sophisticated tools can be employed as resources become available, but a data-oriented strategy should be developed from initiation of this endeavor. Transparent decision-making frameworks can be established in which international input into fundamental science, risk sciences and process review are combined with nation-specific scientific resources, and stakeholder processes. It is hoped that this model framework will increase public confidence, international reputation and perhaps result in expansion of decision-makers' authority. This framework should minimize the impact of international disputes by simplifying negotiations through a better understanding of the decision making process. Evaluation of management decisions shepherd the process and provide inspiration for changes in national policies. Ultimately, health and ecosystem inprovements and conservation, monitored by surveillance will represent the achievement of goals, to citizens, politicians, stakeholders and decision-makers.
