Mr. Besner, an urban planner for the City of Montreal, is responsible for the development of markets in promotion of the Montreal urban expertise. He is also Secretary of the Board of an international organization dedicated to the promotion of the urban underground planning, the ACUUS (Association of the research Centers for the Urban Underground Space). Today, at the dawn of the millennium, who would have presumed, before 1958, that the contributions of three people, the architects Ieoh Ming Pei and Henry Cobb, and the Urban planner Vincent Ponte, would result in a model to be followed in use and of densification by the city center? Who would have been able to think that this futuristic vision of the city would have materialized in so brilliant one way in Montreal? Fruit of the hazard or result of a well planned real estate operation, all the conditions necessary for a success were reunited at this moment in Montreal. Their work, the Place Ville-Marie, was going so to establish the germ of what we call popularly the Underground City of Montreal. This concept, which continues to be futuristic, knew how manifestly to challenge time and confirm that the underground of our cities is well an exploitable resource, but in a controlled and durable way. Before approaching the history of " Underground Montreal " it is necessary indeed to seize the "structural" factors of the development of this indoor city.
