Tunnels are required for transmission of water to specific watersheds, or storage reservoirs, and as transmission and distribution mains for both raw and finished water under urban areas. Adequate planning efforts must precede the need for water, sometimes by several decades, in order to ensure timely implementation of major new facilities, including tunnels. Thorough evaluations and definitions of design criteria, geotechnical conditions and constructablity are required during design. Furthermore, thorough assessment of environmental impact and mitigation, and community outreach efforts must be made. The design process requires close cooperation of a wide variety of professionals including experienced water tunnel design engineers. Successful implementation also requires close cooperation between designer, construction manager, owner and contractor during construction because of the continuing design efforts required to verify the design, or to adjust to specific ground characteristics encountered locally along a tunnel.
