The risk of changed condition claims on tunnel projects has been directly related to the thoroughness of the geotechnical exploration program by several authors. This paper assesses the benefits of a detailed investigation of very complex geotechnical conditions along a 4.5-mile-long tunnel alignment with 4 stations for the Sound Transit Light Rail Tunnels (Link) in Seattle utilizing a phased geotechnical exploration program. The exploration program used a range of exploration techniques ranging from standard soil borings and sampling procedures to state-of-the-art sonic drilling and statistical assessments of sample data. The goal of every exploration program is to balance the costs associated with explorations and testing against the risks associated with not having enough data to adequately characterize the subsurface conditions. The phasing of a geotechnical exploration program maximizes the benefits obtained from borings as the design and alignment selection proceeds from conceptual, to preliminary, to final design and helps to balance cost, schedule, and risk. Based on our experience with the Link project, an adequate level of geotechnical investigation may be greater than generally accepted guidelines on exploration depth and spacing. Further, this level of geotechnical investigation by the owner may be appropriate regardless of whether or not the project is Design/Build or Design/Bid/Build.
