A 8 foot diameter, 6,060 foot long TBM tunnel was excavated beneath the southwest flank of South Mountain in Phoenix, Arizona. A 48 inch diameter prestressed concrete cylinder pipe (PCCP) water transmission pipeline was installed within the tunnel. The annulus between the PCCP and the excavated tunnel was backfilled with cellular concrete. The contract documents also required contact grouting of the tunnel crown to fill any remaining voids after completion of backfilling. The City of Phoenix and their pipeline design engineer would not allow penetrations in the PCCP, therefore, cast-in grout ports were not allowed in the pipe. The contract documents required a maximum discharge distance of 500 feet between backfill injection points. Since no penetrations were allowed in the PCCP the 500 foot maximum distance between injection points requirement would require bulkheads to be constructed throughout the tunnel. Bulkheading was not acceptable to the tunnel contractor based on cost and scheduling concerns. The methods developed involved injecting the cellular concrete backfill from the southeast and northwest tunnel portals via long delivery pipes installed within the annulus between the tunnel and the PCCP.
