The authors support a strong overall framework fornuclear nonproliferation. Part 810 requirements forassistance to foreign atomic energy activities are only onefacet of that overall framework, which also includes nucleartrade agreements (123 agreements), Nuclear Supplier Groupcontrols, intelligence, effective international safeguards,cooperative assistance and physical security. For Part 810 itwould be best to focus on those areas which truly supportnonproliferation objectives in today’s world. Generallyauthorizing assistance to all foreign commercial LWRactivities would help fulfill the AEA mandate to promotethe peaceful use of nuclear energy and would support thedefense and security interests of the U.S.
