Optimizing organizational effectiveness is the central,rnalthough often unstated, objective of engineeringrnmanagement and systems engineering research andrnpractice. Despite fifty years of research byrnorganizational theorists, there is no universallyrnaccepted definition of organizational effectiveness, andrnno methodology exists to identify the domains,rndimensions, and determinants of organizationalrneffectiveness and dynamically model effectivenessrntrajectories within an organizational population. Thisrnpaper describes a systems methodology synthesizedrnfrom organizational ecology and systems cyberneticsrnfor measuring dynamic organizational effectivenessrnthat addresses both issues, and it discusses thernlimitations of the methodology and recommendationsrnfor future research.
