摘要

Canadians already have a long history of achievement in communications technology, cultural policy, andcreative content development. We have created cultural products that are respected throughout the world. And we have had some great philosophers think about communications and technology. Yet, we are justbeginning to learn how to exploit our capacity for collaboration among disciplines within the new cultural, technological and social realities of the digital era. In the emerging knowledge economy, new media, inparticular digital media, are ubiquitous means of communication, entertainment, commerce, art andeducation. Canada’s future, and the world’s, depends on our ability to develop appropriate knowledge in thesefields. We are developing new cultural forms, new tools, and new models for access. These will inform publicpolicy and transform our lives.Access to new media and the related technologies is a core concern of Canadians. The linguistic, regionaland cultural diversity of Canada requires inclusive local and national strategies to ensure equitableparticipation. Access to innovation, tools, multicultural participation and labor force development are all basicingredients for growth and economic well being everywhere. This paper will document and discuss the pitfalls and successful practices of building a new media economiccluster and creating synergies among artistic communities and technology developers. It will focus on thecreation and development of new media economic clusters and collaborative innovation centres in Canadathat have received support from industry players, and all levels of government. References to other similarinitiatives in the Pacific Rim are also included. The development and delivery of e-nets for corporateuniversities is also discussed.
