摘要

In the knowledge economy age,talent is key to competition advantage and value creation of city.But effective evaluation tool of city talent are not still developed.Based on talent theory and theory of economic geography ,the paper studies model of city talent index (CTI) and evaluation tool.The paper constructs model of CTI.Based on 52 cities in china,this research examined model of CTI.Results bring forward that hypothesis model is supported and CTI can be measured Creative Capital,Human capital and Mentality Capital.This research finds that two-order structural equation model of CTI are supported.Therefore.CTI may be used to evaluate level of competition competence of city talent and CTI is effective evaluation tool of city talent.City governor could use CTI to diagnose and improve competition competence of city talent to achieve their sustained competition advantage.
