Great Lakes and Saint Lawrence Seaway rn The Great Lakes and Saint Lawrence Seaway system had a long and colorful history in ferry transportation during the late 1800s through the mid 1900s. Two major types of operations were in service: the rail-car ferry for cargo transportation and the cruise style ferry for passenger service. Prior to the revolution of the affordable personal car and interstate style highway networks, these ferries provided a necessary transportation connection between large cities and recreation centers. Today, only a fragment of the passenger and truck water transportation remains, such as small ferries to provide transportation to the islands of Lake Erie, the Detroit-Windsor truck ferry for hazardous cargo, or the Michigan Car Ferry seasonal Ro-Pax (roll-on roll-off with passenger) service. rnRecent and Current Studies rn In particular, two studies have recently been completed or are currently undergoing to either implement or determine the feasibility of reinstituting a Great Lakes ferry service. In 2001, studies were completed to support the issuance of a Request for Proposal (RFP) to solicit an operator to commence a ferry service between Rochester, New York and Toronto, Ontario. At the time of the writing of this paper, an operator has been selected and the vessel and terminal facilities are under construction for a potential startup in 2004. A current work effort, and therefore not complete at this time, is a study to determine the feasibility of a ferry service between Cleveland, Ohio and the London, Ontario area. While a similar RFP approach for operator selection may take place in the future, the process is following a proven approach to determine the market characteristics as a base for vessel selection and analysis of financial feasibility. Both studies built off of previous work efforts that had indicated a potential for viability. The remainder of this paper will discuss: 1) a review of common Great Lakes ferry market and vessel issues associated with both the Rochester to Toronto and Cleveland to London services that assisted in the definition of parameters for the service and; 2) the political issues associated with instituting an international ferry service from the perspective of the City of Rochester.
