摘要

A detailed functional structure of a smart cyber university is proposed; it is focused to digitization of cyber physical space of metric relationship and regulatory rules for accurate monitoring and active cyber management of addressable components of the structural units, research and educational processes, in order to realize cyber decision making to manage financial and human resources that is independent of heads of departments. We introduce the metric relationship for the digital measurement of all components of the university: infrastructure, personnel and students, management, direction and resources, science and education, which are represented in cyberspace to perform research and educational processes, cloud-mobile management. Innovative models of measurement and evaluation of all processes and phenomena of smart cyber university are offered; they are based on the developed metrics and matrix of competencies for making accurate and adequate management decisions, which are scalable to the global research and education cyberspace. Market feasibility is the creation of cloud services for cyber monitoring and management of research and educational processes of higher education; it provides the ability to eliminate corruption, to attract foreign investment, improve the performance level of creativity and life quality of scientists and professors, creating a market-demanded products.
