In the last 10 years the Minnesota legislature has passed a number of laws that call for producer responsibility in the management of products that pose a potential environmental disposal problem when their useful life is over. These laws required manufacturer take back, product labeling, design for easy removal of hazardous components, and imposed ingredient bans in certain products. The Minnesota Pollution Control Agency (MPCA) has been the primary agency responsible for enforcing these laws.rnIn addition to these mandatory programs, staff from state and local government has been working with manufacturers, retailers and suppliers to implement voluntary efforts. Some manufacturers have voluntarily implemented product stewardship programs perhaps due in some cases to customer driven demand. To facilitate collection of products containing hazardous components, Minnesota piloted a Universal Waste-like framework allowing reduced management of certain wastes beginning in 1993.
