摘要

Situation at home and abroad in today's society is complex and changeable. Natural disasters occurred frequently, Japanese earthquake, nuclear leak, Libya coup is also emerging endlessly. China's grassroots Banks exist in the rapidly changing environment with a strong practical need, especially for emergency management basic banking. Comprehensively, China's grassroots banking emergency management problems mainly focus on emergency preventive stage. Therefore improving China's grassroots bank emergency plan system should be done. Currently, the main problems of the emergency plan of China's grassroots banks are: 1) the indifference of the emergency personnel; 2) emergency plans incomplete; 3) the imperfection of risk early-warning index system; 4) the unclearness of each department's duty; 4) the lack of linkage mechanism; 5) the lack of information sharing system; 6) lack of daily supervision and rewards and punishment system; 6) the imperfection of logistics management. Therefore, it is necessary to enlarge the scale of publicity and improve the awareness and attention of the staff as well as to perfect emergency plans. Meanwhile, improving drill standard and systems are also indispensible for strengthening practical ability.
机译：当今社会国内外形势复杂多变。自然灾害频发，日本地震，核泄漏，利比亚政变也层出不穷。中国的基层银行存在于瞬息万变的环境中，具有强烈的实际需求，特别是对应急管理基础银行。综合而言，中国基层银行的应急管理问题主要集中在应急预防阶段。因此，应完善我国基层银行应急预案体系。当前，我国基层银行应急预案的主要问题是：（一）应急人员的冷漠； 2）应急预案不完整； 3）风险预警指标体系不完善； 4）各部门职责不清； 4）缺乏联系机制； 5）缺乏信息共享系统； 6）缺乏日常监督和奖惩制度； 6）物流管理的不完善。因此，有必要扩大宣传规模，提高工作人员的意识和关注度，并完善应急预案。同时，提高钻探标准和系统对于增强实践能力也是必不可少的。
