摘要

Taking Jiangsu as a case, this paper makes a detail analysis on the relevant policies of local government and their effects in Jiangsu province. It is pointed out that the public policies of local governments have positive action on the promotion of regional balanced development. Meanwhile there also has a tendency of over-intervention. Local government should not only strengthen public financial support to backward areas but also pay more attention to the policies' integration, continuity and operability; intensify mutual benefits and concerted actions among regions; better utilize the market strength instead of Paternalism; improve public services so as to have higher efficiencies.
机译：本文以江苏为例，对江苏省地方政府的有关政策及其效果进行了详细分析。指出地方政府的公共政策对促进区域均衡发展具有积极作用。同时，也有过度干预的趋势。地方政府不仅应加强对落后地区的公共财政支持，而且应更加重视政策的整合，连续性和可操作性。加强区域之间的互利和协调行动；更好地利用市场力量，而不是家长制；改善公共服务，以提高效率。
