The construction of Colleges and universities' library system is known as colleges and universities' library league in foreign countries. This paper refers to library (reference room) system construction between each department (ministry, institute) in colleges and universities. Take the library system construction test mechanism as the example, from the measurement program, measurement organization, evaluation methods, evaluation and other aspects, to set up a more complete evaluation of the university library system construction mechanisms, and promote the steady development of this library system construction.
