Auctions have emerged as the optimal method ofrnallocating spectrum for such purposes as PersonalrnCommunications Services. A large literature hasrnexamined various aspects of spectrum auctions, butrnrelatively little research has examined the impact of thernform of the auction on the economics of spectrumrnauctions. This paper provides a theoretical and empiricalrnanalysis of the impact of auction form and other keyrndrivers on the price paid per MHz per population.
