This study, convened and funded by the U.S. Army,rnanalyzes the tradeoffs involved in designing a local orrntheater GPS replacement system. Our operatingrnassumption was that such a system would not bernconstrained by legacy GPS architecture, equipment, orrnwaveforms. It could therefore employ more efficient Z4rncyclostationary ranging codes and reap the benefits ofrntwo-way measurement and communication including:rnelimination of User Device (UD) clock error, dramaticrnreduction of the UD infill bandwidth by computing thernUD position on the Reference Device (RD), codernambiguity elimination, and (perhaps) the use of cognitivernradio techniques to resist jamming. The existence ofrnrobust cellular telephony with compact handsets in veryrncrowded spectrum shared by many users testifies to thernviability of this approach.
