The Federal Communications Commission (FCC) grantedrnLightSquared (a wireless broadband provider) a waiver on??????rnnetwork in the MSS band adjacent to the GPS L1 band.rnThe LightSquared Long Term Evolution (LTE) basernstation signals are in the 1525 MHz ?? 1559 MHz bandrnwith handset signals in the 1626.5 MHz ?? 1660.5 MHzrnband. In response to the FCC waiver, GPS receiverrnmanufacturers and a number of federal agencies raisedrnconcerns about potential interference to GPS receiversrnand other devices that may result from operation ofrnGroup (TWG) was established including participation byrnLightSquared, GPS manufacturers and users, andrnrepresentatives from the federal government to conductrntests to evaluate the interference impacts of thernLightSquared Ancillary Terrestrial Component (ATC)rnreference stations. The National Coordination Officern(NCO) also tasked the National Space-Based PNTrnSystems Engineering Forum (NPEF) working group tornconduct an assessment of the LightSquared potentialrninterference effects. The Federal Aviation Administrationrnalso requested that the RTCA, Inc. (an advisory group forrnthe FAA operating under the Federal AdvisoryrnCommittee Act) to conduct an assessment ofrnLightSquared potential interference effects on aviation.rnLaboratory tests (conducted and radiated) and Live Skyrntesting were completed on seven categories of GPSrnreceivers representative of the non-military use of GPS inrnthe United States: aviation, cellular, consumer, generalrnlocationavigation, high precision, networks, timing, andrnspace applications. Tests results are presented primarilyrnfor the high precision geodetic and surveying receiversrnduring Live Sky testing at Holloman AFB and Las Vegasrnwith the initial LightSquared deployment plan and followrnon anechoic chamber tests with these types of receiversrnwith the modified LightSquared deployment plan.
