摘要

In recent years, increasing various kinds of crisis events both at home and abroad greatly impacted the whole society, which not only disturbed the people's normal order of life and work, but also stroke a serious blow at the healthy, sustainable and stable development of regional economy from the perspective of development. When the crisis events outburst, as the subject of crisis decision, whether the government can identify the type of crisis and make rapid and effective decisions in the shortest time is significant to the public interests and people's lives and property. The research about the theory of crisis management at home and abroad was increasing deeply, but few experts researched the performance evaluation of the government's crisis decision. Widespread lack of the performance evaluation is disadvantage for decision makers to exert their subjective initiative.
