The emergency planning framework for the current generation of commercial light water reactors dates from the 1975-1980 time period. Since then, commercial reactors have accumulated significant operating experience, a new generation of advanced light water reactor designs has been submitted for Nuclear Regulatory Commission approval, probabilistic risk assessment techniques have been improved, and extensive research efforts within the nuclear community have increased our understanding of severe accident phenomena. Given these developments, it is time to reexamine the technical information and regulatory policies that establish the bases for emergency planning requirements and guidelines. This paper introduces a new emergency planning concept for advanced light water reactors that incorporates the advances made since 1980.
