The use of commercially available digital computer systems and components in safety critical systems (nuclear power plant, military, and commercial applications) is increasing rapidly. While this paper focuses on the software aspects of the application most of these comments are applicable to the hardware aspects as well. Commercial dedication (the process of assuring that a commercial grade item will perform its intended safety function) has demonstrated benefits in cost savings and a wide base of user experience, however, care must be taken to avoid difficulties with some aspects of the dedication process such as access to vendor development information, configuration management, long term support, and system integration.rnThe NRC definitions for the terms used in the procurement of commercial grade items by nuclear power plant licenses are contained in the Code of Federal Regulations (10 CFR Part 21), which was revised last year. Commercial grade items intended for nuclear safety-related use must be dedicated in a manner to ensure that they will perform their safety function. The dedication process must meet the applicable provisions of Appendix B to 10 CFR Part 50. Although it is intended primarily to provide requirements for reporting defects, 10 CFR Part 21 contains definitions and guidance applicable to the dedication process. The revised definitions permit additional flexibility in dedicating commercial grade items while maintaining an adequate level of plant safety. This discussion will present an overview of the changes to the rule, a discussion of the practical aspects as applied to the procurementrnof digital computer systems, some recent publications, and a discussion of some of the technical aspects which should be addressed in the commercial dedication process.
