Manygovernmentagenciesareconditionallyauthorizedtodisseminatescientific informationandrelatedpublicguidance.Suchagenciesdeliver“scientific researchtopublicinformation”programs.Reviewingandclearingmaterialfor disseminationisapivotalfunctionwithinsuchprograms.Thispaperdevelopsa casestudyofthescientific-research-to-public-informationprogramoperatedby oneagencyoftheU.S.FederalGovernmenttowidentheempiricalrangeof researchondeliveringthem.Itidentifiescomplicationsencounteredin performingtheagencyreviewandclearancefunction,particularlywhenmaterial ispreparedfordisseminationbyemployeesofmulti-programagenciesthatare structuredalongfunctional(ratherthanprogram)lines.Thiscasestudyalso examinesnovelpracticesdevisedbytheagency’sofficialstoobviaterecognized problems.Byreverse-engineeringthesepractices,thepaperpresentsadesign exemplartoserveasareferencepointfordevisinglocallynovelsolutionsto recognizedproblemsinanalogousfield-situations.
