Mapping the Government Social Media Landscape in China and the United States

@@ The revolution in information and communication technologies (ICT) is changing not only the daily lives of people but also the interactions between governments and citizens. Bertot, Jaeger & Grimes assert that the combination of e-government, social media, Web-enabled technologies, mobile technologies, transparency policy initiatives, and citizen desire for open and transparent government are fomenting a new age of opportunity [4]. Digital government or electronic government (e-government) supports and redefines existing and new information, communication and transaction-related interactions with stakeholders (e.g., citizens and businesses) through ICT, especially through the Internet and Web technologies, for the purpose of improving government processes and overall government performance [29]. The rise of the Internet in the early 1990s has allowed the proportion of the world's population considered “networked” to grown from the low millions to the low billions. A more recent trend has social media becoming part of every-day life for citizens world-wide. For example, social media has become a central mechanism for civil society organizations to connect with their many stakeholders; regular citizens, activists, nongovernmental organizations, telecommunications firms, software providers, and governments, among others [9].
