摘要

Performance management and networks are two research fields that became popular in public management research during the last two decades. Performance of public networks, however, is still a research field that lacks research frameworks. The generally used concept of span and depth of public performance (4E and macro-meso-micro layers) must be reformulated in a networked context: the 4E must be reinterpreted to describe network performance as well as service provision networks must be incorporated as meso-level entities. Managers at multiple (macro, meso, micro) levels will look for opportunities and will pursue activities that are intended to improve the performance of service provision networks. This issue is defined as multi-level network management. A framework is also proposed, describing what network strategies can be used at multiple levels to alter network characteristics that influence service provision network performance. Short illustrations are given from the health care sector.
