A new radiation dose unit is proposed which is based on the annual dose equivalent. The dose is designated as radiation environment dose (red). Red is the dose normalized by the annual effective dose equivalent. Various radiation exposures from natural origins and medical uses are expressed in terms of red. The new dose unit is suited to intuitive understanding of the degree of radiation exposure and is thought to be publicly acceptable. The comparison with actual quantities on the typical environmental toxic substance dioxin shows that the regulation standards for radiation exposure are as severe as those for the toxic substance.
