This paper focuses on an integrated "Whole Life" Management Systems concept with specific regard to the Owner/Operator's role for the design, build and maintenance of railway rolling stock. The paper emphasises the importance of an effective business case and proposes ways of achieving greater efficiency and reductions in capital and operating costs through the application of innovative management and procurement strategies. The need for effective systems and techniques to plan and implement each phase of development are also discussed. Cost benefits resulting from trade-offs between initial and Whole Life costs are considered together with opportunities for minimising risk.
