The Dilemma of Tropical Africa in the Pursuit of Sustainable Agriculture: the Human Factor

The proverbial lack of food security in tropical Africa is largely due to man-made encumbrances, which impede the adoption of innovations to tame the poor soils, circumvent the high tropical insolation, and erratic rainfall, control pests and diseases, minimise storage losses, etc. These human constraints include the land tenure system, unavailability and high cost of credit, traditional premium on high fecundity, civil strife, the inimical international economic order, etc. Of all these, the most intractable is the international economic system which causes Africa's foreign exchange earnings to decline even though her exports are increasing, and make it more expensive to produce goods locally than to import them. To achieve sustainable food security, tropical Africa needs to provide rural infrastructure such as storage depots, irrigation facilities, feeder roads, etc.; establish efficient haulage; revamp tertiary education; strengthen farm advisory service including a good market information management system; and assist farmers to procure and use farm inputs e.g. fertiliser, machinery, pesticides, etc. To be able to effect these reforms, tropical Africa will need: a) about 200 billion US dollars from countries of the north, b) a new more equitable world economic order to enable Africa obtain fair export earnings and protect her fragile infant industries from subsidised overseas products, and c) borrow from the vast experience of entrepreneurs of the north. The north should deign to help because the growing void between the haves and have-nots of the human race undermines international security. For sustainable world peace it behoves mankind, led by the advanced countries, to move away from the present spirit of the 'struggle for existence and survival of the fittest', to a new paradigm where each human being has a fair opportunity to earn a satisfactory standard of living.
