One of the aims of the development process of large, complex civil engineering projects like port development, is maximising the difference between value and costs throughout the project's entire life-time. This optimisation is only possible if value and costs are quantified. Quantification of value and costs can easily be carried out in a relative way with respect to an initial value and initial costs derived from an early concept. Therefore, a set of aspect systems is utilised, each of which represents a part of either value or costs and thus controlling the various clusters of design engineering working on the various components and elements for the total civil engineering system.
