The effective development and utilization of the “Three Low”rnreserves will bring remarkable economic effects for oilrncompanies. Since PetroChina’s IPO, economic limits forrndevelopment investments and operation costs in oilfieldrncompanies have been specified definitely to ensure high raternof return on investment and maximize shareholder’s value.rnWithin these limits, only high grade oil reserves with low costrnper ton of oil can be produced normally while the “ThreernLow” reserves with high early investment and high operationrncost can be produced hardly.rnOn the basis of study on the present status and futurernproduction trend of the “Three Low” reserves in PetroChina,rnthis paper proposes following three view points throughrnanalysis and study on the existing economic provisions,rnoperational modes and the existing national oil and gas laws,rnregulations and policies: first, production operator can take thernadvantage of the preference offered by the existing economicrnprovisions in the “Economic Evaluation Methodology andrnParameters for Petroleum Development Construction Projects”rnto reduce the early development investment and enhance thernintegral economic effects; second, by means of further flexiblernoperation mechanism and amendment & completion ofrncontract modes for cooperation, PetroChina will enhance therndevelopment extent of the “Three Low” reserves; Finally, thernnational macroscopic preferential policy for encouragement ofrnrational development and utilization of the “Three Low”rnreserves will be proposed based on study on the national oilrnand gas laws and regulations, especially on the policy for oilrnand gas taxation.
