The Southeast County Landfill (Southeast Landfill) and Bridgeway Acres Landfill are the sole municipal solid waste disposal facilities for Hillsborough County and Pinellas County, respectively, and serve two of the most populous regions in the State of Florida. Both landfills were permitted with unique liner and/or leachate collection systems, but have previously demonstrated equivalency with the Subtitle D design standard (i.e., composite liner standard). The Southeast Landfill was constructed on top of phosphatic clay mine spoils ranging in thickness from 4 to 18 feet, which forms the bottom liner system. The consolidation of the clays creates an upward gradient from the resulting pore pressures. The Southeast Landfill also has a specially designed leachate collections sytem. The Bridgeway Acres Landfill is a slurry wall landfill, and relies on gradient controls and a continuous natural clay layer beneath the site to provide leachate containment. Permit renewal applications were submitted for the Hillsborough County and Pinellas County Landfill in May 2001 and January 2002, respectively. Each permit renewal had significant permit issues to address in addition to changes in regulatory staff during the permit renewal process. This paper presents the approaches taken by both Counties in re-permitting their critical landfill facilities.
