摘要

The Collier County Recycling and Disposal Facility (CCRDF) in Naples is the primary landfill serving Collier County in southwest Florida, one of the fastest growing counties in the Unites States. Due to a number of historical practices, the 78-acre active landfill had developed a serious, persistent odor problem that could not be readily solved and that was threatening the long-term viability of the site. The Florida Department of Environmental Protection (FDEP) issued a Consent Order requiring that the odor problem be resolved or the site's Operation Permit would not be renewed and the landfill would be closed. This paper documents the integrated program that was successfully implemented from 1998 to 2001 to control the odor problem, including several innovative features related to landfill gas (LFG) control, leachate management, and landfill closure.
