Through the innovative use of a reinforced soil wall system up to 52 feet high, the capacity of an existing double-composite lined ashfill was significantly increased. By raising the toe of the ashfill on two sides, the opposite sides of the ashfill could be laterally expanded over an existing closed landfill. The footprint area was increased from 6 to 10 acres and the airspace volume was increased by over 280 percent. The paper presents design methodologies, special considerations used in the layout, and photographic documentation during the construction of the expansion. The Northern U Ashfill is located on the site of the Town of Babylon Landfill in Suffolk County, Long Island, New York. The site is an inactive Class II hazardous waste landfill and covers approximately 47 acres. The Northern U Ashfill is located within a "U" shaped area at the northern perimeter of the landfill. As originally constructed, the Northern U abutted the lower 30 vertical feet of the landfill slopes. In 1999, the design capacity of the ashfill was exhausted. In order for the Town to continue ash disposal past June 2002, an expansion of the Northern U was required. In consultation with the state regulators, a reinforced soil wall system was chosen as the most viable vertical expansion alternative for the ashfill. The reinforced soil wall system had the added benefit of allowing a lateral expansion over an additional 80 vertical feet of the existing landfill slope. The calculated benefit (value of additional air space) to cost (design and construction of reinforced soil wall) ratio is greater than 10:1. With the expansion, the Town will have ashfill airspace until 2007. The paper describes the design aspects of the two-tiered reinforced soil wall system. Both seismic and static slope stability analyses and results are discussed. The tie-in of the wall to the existing double-composite liner system and the wall tie-in the final cover system is illustrated. Other unique aspects of the wall construction as it was built are described. Construction of the reinforced soil wall system was completed in early 2002.
