Radar and optical measurement campaigns are the only means to obtain information on the Earth's particulate environment in the 1mm to 10cm size regime. The validation of the prediction of debris models for this mid-size debris is necessary. In this context, ESA has procured the development of PROOF (Program for Radar and Optical Observation Forecasting). PROOF is capable of simulating debris measurement campaigns with arbitrary terrestrial and orbital radar or telescope facilities. By this, PROOF serves as a filter to translate the particle-based space debris population into detected objects, providing the detection characteristics usually obtained during real campaigns. The comparison of the simulated and the measured results for selected real campaigns gives important indications on deficiencies in the debris model population. The PROOF model was completed in June 2000 and has been successfully applied to the population of the ESA-MASTER model. In the meantime, the tool has been extended to allow for a higher degree of accuracy, automation and versatility. This includes the computation of the Doppler inclination besides the original inclination. The benefits of the new features are demonstrated in the form of first application runs. Aspects of the validation process of the new MASTER 2001 population using the upgraded PROOF are addressed. It is shown, that the environment, particularly in OEO, can not be explained by known fragmentations alone. All steps that had to be taken to achieve a model population that is consistent with measurement results are explained.
