For the past ten years, Chevron Niugini Limited has operated arncollection of small oilfields in southwestern Papua NewrnGuinea. The local communities surrounding the oilfield andrnpipeline facilities are spread over 13 language groups and 83rnvillages, scattered throughout dense tropical rainforest withrnlittle accessibility. To manage and mitigate the impacts of arnpetroleum development on such an isolated group of people,rnChevron commissioned socio-economic impact studies forrneach area of operations and further anthropological and socialrnanalyses were completed over time. The needs and prioritiesrnidentified from this research formed the basis for planning andrnimplementing community development initiatives addressingrnthe social needs of the community and the specific socioeconomicrnimpacts on them. These initiatives werernimplemented by staff of Chevron Niugini’s community affairsrngroup in partnership with government and non-governmentrndevelopment agencies.rnAfter reviewing lessons learned over time, Chevron and itsrnjoint venture participants in Papua New Guinea realised a newrnmodel should be established for implementing theserninitiatives. One that can promote improved partnerships andrnnetworking amongst development agencies and ensurernsustainable results are achieved beyond the life of oil and gasrnproduction in the area. In developing such a model, Chevronrndrew upon the expertise of the organisations it has partneredrnwith, such as the World Wildlife Fund. The new modelrnresulted in the creation of the CDI Foundation, which servesrnas a more effective vehicle for implementing currentrninitiatives while building capacity to promote sustainablernsocial development in the long term. CDI stands forrnCommunity Development Initiatives. The Foundation buildsrnupon the initiatives started by Chevron Niugini and leveragesrnthese with increasing participation from other developmentrnagencies and the community itself. This paper describes howrnthis new model was established and what benefits it offers tornthe stakeholders involved.
