摘要

Several state and local agencies have formed a regional planning group called CenSARA. The purpose of CenSARA is to pool resources to address air pollution issues and provide a forum for exchange of information. This group will address the common needs of these agencies and present their views to EPA, Congress, and other organizations. The group has a small full time staff and depends on the state members to provide most of the manpower to make the operation a success. Six Standing Committees have been formed to address specific areas of concern to the group. The focus of this paper will be the Emission Inventory Standing Committee. This paper will define the objectives of this regional planning group and will specifically discuss its plans and specific activities related to emission inventories. Some of the inventory issues are the development of common inventory methods, emission factor development, providing inventory training, and responding to the needs created by the new ozone, PM fine, and regional haze standards developed by EPA. These new standards will increase the need for a regional approach to emission inventories and creates a challenge to states to meet these expanded inventory needs.
