This paper presents Minnesota air quality and air pollutant emission trends over a period of 10 years (1985-1995). Two types of trend are illustrated: emissions and ambient air concentrations. Results show that automobiles and other non-point sources contribute more to air pollution in Minnesota than point sources. For most air pollutants, the trend in both emissions and ambient air concentrations was downward. Emissions and ambient concentrations of carbon monoxide, sulfur dioxide, particulate and lead declined. Ambient concentrations of ozone, and emissions of volatile organic compounds, the chemicals leading to ozone formation, also declined. This was primarily due to lower emissions from coal-burning power plants, less wood combustion, the phaseout of leaded gasoline, stricter vehicle emissions standards, and voluntary reductions by industries. Emissions and ambient concentrations of nitrogen oxides, however, increased, largely because of more use of gasoline, coal and natural gas. Minnesota's C02 emissions, the gas most responsible for global warming, also increased. Although Minnesota's air toxics emission trends show improvement, ambient concentrations of selected air toxics in large urban areas exceeded health guidelines. A new set of policy tools is needed to manage emerging environmental issues such as the cumulative impacts of automobiles and other non-point sources.
