Air toxics inventories are becoming more important for determining overall air quality and defining health risks. This paper provides planning guidelines for an area source air toxics inventory, primarily at the state level. The steps presented here should be familiar to preparers of criteria pollutant inventories. The procedures used in preparing criteria pollutant inventories are applied to a different set of pollutants, and necessarily, an expanded set of source categories. The focus of this paper is to provide an outline for area source inventory planning: defining a pollutant list; identifying sources of emissions; and locating appropriate emission estimation tools and methods. Planning is an essential part of the process for any inventory development effort. When the targeted set of pollutants has not been previously inventoried, one of the inventory plan's most important goals is to define the allowable level of effort based on available resources (time, budget, and staff availability). Other important elements of the inventory plan are to identify the uses of the final inventory; the scope of the work, in terms of the pollutants; the emission sources; the expected data quality; and quality assurance and quality control (QA/QC) procedures.
