This paper is the fourth in a series of five papers discussing development of a hierarchical modeling inventory for Dallas/Fort Worth (DFW). Using a case-study format, this paper addresses the issues and recent experiences of TNRCC modeling staff in developing a thorough inventory of area and nonroad mobile source emissions for use in local and regional nested photochemical grid modeling. As discussed in the companion papers in this set, the TNRCC has developed a hierarchical modeling inventory for application in the DFW area. For area and nonroad mobile sources, the NCTCOG developed bottom-up emissions estimates for a number of categories within the nonattainment counties and extending into surrounding counties, and also collected data for certain categories previously not inventoried. In addition to developing daily emission rates, the NCTCOG also collected detailed information on the spatial and temporal distribution of emissions. In more distant areas, corresponding to the coarser grids in the photochemical modeling domain, national databases were used along with default spatial, temporal, and chemical allocation methodologies. This paper discusses the bottom-up data collection performed by the NCTCOG and describes data sources used by the TNRCC in developing statewide and regional modeling emissions data. It also provides a brief discussion of the quality assurance methods employed by the TNRCC.
