This paper is the last in a series of five papers discussing development of a hierarchical modeling inventory for Dallas/Fort Worth (DFW). Using a case-study format, this paper addresses the issues and recent experiences of TNRCC modeling staff in developing a thorough inventory of on-road mobile source emissions for use in local and regional nested photochemical grid modeling. Within the urban counties of the DFW area, the NCTCOG developed what may be the most detailed bottom-up on-road mobile source inventory ever produced for a large urban area, with numerous enhancements to the usual methods of allocating emissions spatially and temporally. In counties surrounding the urban area, the NCTCOG provided detailed emissions estimates based on top-down methods. The remainder of Texas was modeled with newly developed emissions data provided by the Texas Transportation Institute (TTI), developed for inclusion in the National Emission Trends (NET) database. Finally, existing NET data were used for the remainder of the regional modeling domain. This paper discusses the development of the inventory and its precision in relation to the modeling grid and distance from the area of primary interest, the DFW nonattainment area. Discussions of the methods used for spatial and temporal allocation and for hydrocarbon speciation in each geographic region are also provided, along with a brief summary of quality assurance methods employed.
