The Southern Appalachian Mountains Initiative (SAMI) is a cooperative, coordinating institutional structure established to "identify and recommend reasonable measures to remedy existing and prevent future adverse effects from human-induced air pollution on the air quality related values (AQRVs) of the Southern Appalachians, primarily those of Class I parks and wilderness areas, weighing the environmental and socioeconomic implications of any recommendations." SAMI is a partnership of eight state environmental regulatory agencies (Alabama, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia), several federal agencies, industries, academia, environmental organizations, and other stakeholders across the region. SAMI has developed an Integrated Assessment Framework (IAF) for projecting the environmental and socioeconomic responses of compliance with the Clean Air Act Amendments of 1990 (CAAA), and to additional changes in emissions resulting from other emission management options (EMOs). As part of the IAF, emission estimates are being projected to 2010 and 2040. The initial projections (baseline projections) are based on projected compliance with the CAAA. Additional projections will incorporate more comprehensive models of CAAA compliance and the impact of various EMOs. This paper will focus on the development of the baseline CAAA emission projections including new emission projection techniques developed for this project. New techniques used on this project include convening expert panels to solicit input on the future of four important source sectors. Other new techniques include factoring in projected changes in energy efficiency, source retirements based on projections of equipment life, the separation of growth to new and existing sources, an analysis of the controls that will be required for new sources, and siting techniques for new sources.
