摘要

An unprecedented series of earthquakes have struck Christchurch, New Zealand over a period of 18 months. The most severe of these earthquakes produced accelerations higher than previously recorded in an urban environment. The outcomes are still being evaluated, but it is clear that there are many lessons to be learned, both for the post-earthquake building assessment process and for future building design, among others. The building response was in some respects better than might have been expected. Although the major earthquake corresponded approximately to the MCE event for Christchurch (at the time of the earthquake), no buildings designed to current (post-1995) code collapsed, and life safety objectives were achieved. Nevertheless, some older building stock did not perform as well, and a total of 185 deaths were attributed to the earthquake, mostly through building failure. New Zealand's readiness for such a significant event was put to the test. From this, many lessons were learned with respect to disaster response and building evaluation. In particular, the large stock of unreinforced masonry and concrete buildings in Christchurch has provided valuable data that is still being gathered and worked through. Although there are differences between New Zealand and California building styles and standards, there is also much in common. Many of the lessons regarding damage assessment and repairs will have equal application in the US. The relevant findings of the earthquakes that may have topical interest in California as well as New Zealand are discussed, along with an overview of the future recommended legislative and policy changes that may also provide valuable insight.
