This paper presents case studies of actual welded steel moment frame structures using FEMA-352. Three buildings shaken by the 1994 Northridge earthquake were "tagged" through blind simulations of post-earthquake inspections. Results reveal sensitivities and inconsistencies in the FEMA-352 procedures and criteria. Two damaged six-story buildings were inconsistently tagged by the five simulations. Even with complete inspection, one of the buildings could have been tagged green or red depending on which of two acceptable options was taken. Alternatives to the FEMA-352 criteria are also briefly discussed.
