Researchers who have conducted detailed nonlinear response-history analysis of structures have found that they are able to predict maximum structure displacements better than maximum element strength and ductility demands. Yet, the building code uses a procedure in which the element strength demands are treated as predicable quantities, whereas the maximum inelastic demand is treated as a mere approximation. What's going on?
