摘要

Numerous practicing design engineers and others have participated in a ten-year effort to produce a document that simplifies wind design. The paper presents a simplification of wind design method of ASCE Standards # 7-98 and # 7-02 called "SEAW's Handbook of a Rapid Solutions Methodology~(TM) for Wind Design." The Handbook and its companion document, the SEAW Commentary on Wind Code Provisions, are published by the Applied Technology Council. (ATC/SEAW 60, SEAW RSM-03) The author feels that there has to be more participation by design professionals in design-standards-making processes. He strongly believes that academic research must be crafted with "practicality" and "enforceability" for better understanding by average users. Raw research data has to be studied with "usability" and "enforceability" in mind. If conservative assumptions can smooth out research findings producing equations or charts that help designers achieve an acceptable and timely design, this should be the norm. Defraying participant expenses and a permanent technical staff at Standards-writing Organizations can also help.
