In this article, Chuck Willing discusses state Renewable Portfolio Standards (RPS) programs. RPS programs require orrnencourage retail electric providers to supply a certain amount of their load from "renewable" energy sources. Many statesrnhave enacted or strengthened RPS programs in the last few years. Some of these programs offer greater benefits tornqualifying projects than section 45 tax credits. The article discusses key features of these programs as presently constituted.rnA table of RPS programs is separately provided.
